Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). On September 9, 2021 Licensing only inspected the physical facility for the main room and bathroom in the upper level of the house.
On September 14, 2021 all care categories were inspected for compliance. The lower level of the house was inspected.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed white material on the walls. The Licensee informed Licensing that it needs to be sanded and painted.
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed that the cardboard building blocks, in one of the play area's, are all ripped. The Licensee informed Licensing that they are planning on replacing them.
Corrective Action(s): Please ensure that all indoor and outdoor play materials and equipment are safely constructed, free from hazards and in good repair.
Date to be Corrected: September 20, 2021.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following accessible to children:-
- Chemical bottle, cleaning solution in an unlocked bathroom cupboard in the upstairs bathroom. Febreze aerosol spray bottle and other items with chemicals on the bathroom counter.
- Wires hanging from equipment on fireplace ledge in the upstairs main play room. A DVD machine on TV tray table with wires hanging down. The table is not stable.
The above items were observed on September 9,2021 inspection
- 5 blinds in one of the main play rooms downstairs that have cords hanging. potential strangulation hazard. Observed at today' inspection.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the heath or safety of a child.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed that the minor incident log book only had entries for the month of September 2021. The Licensee informed Licensing that the other entries were in another minor incident log book. The book was stored somewhere but the Licensee could not recall where.
Licensing provided education on maintaining the minor incident log book and having it available for Licensing to review
This is a repeat contravention.
Corrective Action(s): Please ensure that the minor incident log book is maintained and available for Licensing to review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon a review of six children's records, Licensing observed one child's record missing the date of enrolment.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the community care facility.
Date to be Corrected: September 15, 2021.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Upon a review of six children's records, Licensing observed one child's record missing consent to call a medical practitioner or ambulance.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the community care facility.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Licensing observed that the updated health and illness policy to include COVID 19 was not in the facility's Policies and Procedures. The Licensee informed Licensing that it has been developed but was not able to provide the policy to Licensing to review.
Licensing provided education to ensure that current policies and procedures, and children's records are stored in single place within the community care facility and easily retrievable.
Corrective Action(s): Please ensure that facility and child records are kept in a single place at the community care facility.

Comments

Summary of Inspection
At the routine inspection conducted on, September 9, 2021, there were 4 children and the Licensee present. The Licensee was operating in the upper level of the house due to unforeseen circumstances. Licensing did a quick walk through of the room that the children would be in and the bathroom. Licensing will return to complete the inspection later on another day. At this inspection the above noted contravention was identified.
On the second day of the routine inspection, conducted on September 14, 2021, there were 3 children and the Licensee present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section.A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
Supervision during naptime.
Age and developmentally appropriate furniture for children; when to use high chairs.
First Aid kits; suggested adding hand sanitizers.
if food or drink is provided to children then need to inform parents on what they child ate and drank.
Establishing and maintaining compliance.
COVID 19 vaccination
The contents of the inspection report was reviewed with the Licensee at the time of the inspection. This report was written off site ( .75 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
