Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing noted the facility license and name of manager were not displayed.
Corrective Action(s): Please ensure the license and name of manager are displayed in a prominent place in the facility.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing noted staff's certificate was not posted in the facility.
Corrective Action(s): Please ensure the certificate, or copy of certificate of any educator employed to work at the facility is displayed in a prominent place.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed one towel beside the sink in the bathroom. Manager confirmed that all children use same towel to dry their hands after washroom use.
Corrective Action(s): Please address in order to prevent spread of disease.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing reviewed 8 attendance record and noted that 12 children had no times of departure.
Corrective Action(s): Please ensure that the daily attendance record indicates whether the child is absent, or if the child is present, the time of arrival and departure.

Comments

At this inspection dated December 10, 2019 there were 3 children and 2 staff present. At this inspection, the above noted contraventions were identified.
The staff and manager discussed: nap time and diapering practices, snack and meal times, and hygiene practices.
The licensee is to correct the contraventions by the dates provided, and provide a written response to licensing by December 13, 2019 indicating the steps that have been taken to address noted violations.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
