Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager was not posted.
Corrective Action(s): Please ensure the name of the manager is displayed in a prominent place.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A selection of teacher's files were reviewed. Out of the three files reviewed one file had a fairly recent criminal record check (CRC) addressed to another Licensee. The Licensee has made attempts to submit the CRC paperwork but has had some challenges. Licensee will be re-submitting the paperwork today.
Corrective Action(s): Please ensure a valid CRC addressed to the licensee is present.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A random selection of children's files were reviewed. Out of the six files reviewed one file was missing a immunization status.
Corrective Action(s): Please ensure a record indicating the immunization status of a child is present.

Comments

At the inspection dated October 23, 2019 there were 18 children and 3 adults present. At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by November 13, 2019.

Licensing was able to observe the Preschool Program and reviewed the School Age documentation.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were provided:
- It was observed that the bathroom hot water temperature was too cold. Licensee has already been in discussion with the principal to increase the temperature to help ensure proper hand washing is done to minimize communicable diseases.
