Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA), the Child Care Licensing Regulation(CCLR) and the relevant Director of Licensing Standards of Practice(DOLSOP). All care categories were inspected for compliance

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Manager's name was not posted within the facility.
Corrective Action(s): Please ensure to post the name of the manager in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with the Manager, re: Outdoor Play Space
Gap between the sandbox and the wooden fence ( approximately 5 in)

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: LO observed and discussed the following with the Manager, re: Fence
- Wooden fence outside need some repair and maintenance ( peeling paint and wood rot); plan was discussed with the manager to ensure children's safety when using their outdoor space.

Corrective Action(s): Please ensure that all furniture, equipment and fixtures within the facility are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Water temperature in 2 sinks of the facility were measured at 55.5 and 54.1 Degree Celsius.
Corrective Action(s): Please ensure that heated water accessible to children is no more than 49 Degree Celsius.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 4 staff files were reviewed; 1 staff site specific CRC was not available.
Corrective Action(s): Please ensure all staff files are complete.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: 11 random children files were reviewed; 2 children are missing their care plans.
Corrective Action(s): Please ensure all children files are complete.

Comments

On the inspection date of May 31, 2021 there were 37 children and 7 staff present. At this inspection the above noted contravention was identified and the Licensee is required to take corrective action to bring the facility into compliance and submit the written response to Licensing by below date. The contravention noted in this report was reviewed with the Licensee during inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is attached.
This inspection report was completed off site and emailed to the Licensee on June 1, 2021; No signature is attached.
LO had the following discussion with the Manager:
-Staff Immunization Status Form: to be reviewed and completed by both the employer and employee
-To closely monitor any frequently used gross motor furniture and equipment within the IT room; ripped foam furniture cannot be properly cleaned/ disinfected and can be unsafe once the foam pieces are exposed and accessible to the children
- To place thermometers in all refrigerators to ensure that temperature is between 0-4 for safe food storage
- Reference checks: to develop a system to keep records of all staff character references conducted by the Licensee/ Manager
- Photographs of children to be readily available in order to identify the child in case of an emergency

The following recommendations were provided:
-First Aid Kits: to be replenished with adequate supplies for each kit
-Outdoor Play Space: to keep a log of all inspections, maintenance and repairs
-Sandbox: to keep the sand box covered when is not being used
