Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance with the exception of the outdoor play area as this is maintained by the school board.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection the Child Care Facility License was not observed in the facility. In discussion with the Manager she stated she is not sure where the License is located.
Corrective Action(s): Please ensure the Child Care Facility License is posted in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed six electrical outlets were not covered.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following in the boys washroom:
A piece of the tile on the floor was loose. This could cause a potential tripping hazard.
A corner in the washroom was missing the drywall and the paint.
In discussion with the Manager she sated she will contact the Head Custodian of the school to fix the repairs in the washroom
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11120 - CCLR s.15(2)(c) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation: During the inspection licensing observed a child sleeping on an armchair. Licensing and the Manager discussed age and developmentally appropriate furniture for the child to sleep on.
Corrective Action(s): Please ensure equipment for sleeping is age and developmentally appropriate.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that a cupboard containing chemicals such as Lysol disinfectant spray, was open and accessible to the children. A safety lock attached to one of the door handles was noted but this was not in use.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing reviewed the record of fire and evacuation drills. A record of an evacuation drill was not recorded. In discussion with the Manager she stated that she completed the drill but did not record it. This is a repeat contravention from inspection # CLAN-B9XUKZ and inspection # EGAU-BME2T2.
Corrective Action(s): Please ensure the evacuation drill is recorded to comply with the legislation.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Four children's records of 10 were reviewed. Two children did not have their gender written in their record.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four children's records of ten were reviewed. Four children did not have their date of enrollment written in their record
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated July 6, 2021 there were 8 children, and 2 staff, a human resources staff and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by July 21, 2021. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Afterbite, a medication, was observed in the first aid kit. Written permission provided by a parent or guardian is required prior to application of this medication.
-Staff qualifications information. A sample staff qualifications template will be sent to the Manager.
-Attendance sign in and out times.

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
