Report of Findings
On March 12, 2020, Licensing received a complaint alleging concerns related to care and supervision, and staffing. The allegations included the following details:

Care and Supervision:
- There is a lack of protocol in managing persons in care with aggressive behaviours.
- There is inadequate screening and history for new persons in care.

Staffing:
- There is no visible nursing station and no nursing staff on a care floor with the exception of administering medication.
- Inadequate staffing to manage aggressive behaviour situations.

All areas of the complaint were thoroughly investigated. Evidence was received and reviewed from interviews, person in care records, correspondence with the facility, and inspection.

The following contraventions were determined:
- Residential Care Regulation (RCR) - Section 81 (4)(b)(i) Care plan needed if more than 30 day stay.
- RCR - Section 85 (1)(d) Policies and procedures.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: It was determined staff did not follow a policy during an incident.

Observation: It was determined that a care plan was not revised.
