Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on May 18, 2023, regarding concerns relating to the following:

Care and Supervision
- a child was restrained in a car seat during nap time

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews and documentation.

The following contravention/s were cited:
- Child Care Licensing Regulations (CCLR) Section 52 (1) (b) - Care and Supervision

14250 - CCLR s.51(2)(b)If the child has a care plan that includes instructions respecting behavioural guidance, the licensee must ensure that (b) if the behavioural guidance includes the use of restraints, that the restraints are administered only by a person who is trained in the use of, and alternatives to the use of, restraints.
Observation: Licensing determined a car seat was used during nap time to ensure the health and safety of all children in care, and although verbal consent from the guardian was given, no care plan was discussed or developed.
