Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-A printer with a loose cord was located on the ground. This could present a potential strangulation hazard.
-Blind cords were hanging at the children's level. This could present a potential strangulation hazard.
-A TV was located on top of the fridge. This was not anchored to the wall or the fridge. This could present a potential falling hazard
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Two staff records of two were reviewed. One staff record was missing character references.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Two staff records of two were reviewed. One staff record was missing a record of their work history.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During the inspection two staff records of two were reviewed. A verification for staff ECE certificates was not noted in the staff records.
Corrective Action(s): Please ensure staff certificates are verified by the system established by the ECE Registry.

POLICIES AND PROCEDURES: 13030 - CCLR s.22(3) - A licensee must display a copy of the fire drill system in a prominent place in the community care facility.
Observation: Licensing observed that the fire drill system was not posted.This was corrected during the inspection.
Corrective Action(s): Please ensure the fire drill system is posted in a prominent place.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: During the inspection licensing observed that a food menu for the children was not posted. In discussion with the Manager she stated the facility is providing snack to the children. This was corrected during the inspection.
Corrective Action(s): Please ensure information is available to the parents on the food and drink that is provided to the children.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Two staff records of two were reviewed. The Manager was missing a criminal record check. In discussion with the Manager this information was provided to licensing at the time the facility was licensed. Licensing reminded the Manager that this information must remain on site.
Corrective Action(s): Please ensure staff records are complete and are available for review at the facility

Comments

At the inspection dated February 12, 2021 there were 3 children, 1 staff members and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by March 5, 2021 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed and discussed with the Manager:

-The reportable incident reporting procedure
-Adding more items to the first aid kit
-Using washcloths for single use only and washing after each use
-Reviewing the safe release policy

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
