Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection it was observed that the tile in the washroom was cracked. In the outdoor area there was paint missing from the stairs that may cause splintering.
Corrective Action(s): Please ensure the facility is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed a play kitchen, a wooden shelf and a chair blocking access to the emergency exit. This is a repeat contravention from inspection #CLAN-B5UNLQ
Corrective Action(s): Please ensure the emergency exit is clear to ensure a safe exit during a fire or other emergency

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection a cupboard in the washroom was left unlocked. The cupboard contained a bottle of bleach. This was corrected during the inspection. In addition a cord was noted on the ground in the sleeproom next to a child's sleeping mat.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11370 - DLSOP Safe Play Space (ground surfacing [b2]) - [bullet 2] Protective surfacing such as soft sand, wood chips, pea gravel or rubber material will reduce the risk of injury from falls.
Observation: Licensing observed the outdoor play area. Several climbing structures were noted. These were approximately 4 feet high and placed on concrete surfacing. No protective surfacing was placed around the climbing structures to reduce the risk of injury from falls. In discussion with the staff she stated she provides active supervision around the climbing structures when they are in use by the children.The Manager and I discussed options for adding protective surfaces around the climbing structures. Until this is completed the staff is recommended to continue to provide active supervision around the climbing structures.
Corrective Action(s): Please ensure protective surfacing is placed around the climbing structures to reduce the risk of injury from falls.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher tag was expired and on the tag it was written "discharged 7/2018. In addition it was noted that the fire extinguisher was not within the area of fully charged. In discusiion with the Manager he stated he will replace the fire extinguisher.
Corrective Action(s): Please ensure you have the emergency supplies to mitigate and respond during an emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection the record of fire drills was observed. The last fire drill recorded was from January 2019. In discussion with the staff she stated the fire drills were completed on a monthly basis.
Corrective Action(s): Please ensure to record the monthly fire drills when they are completed.

Comments

At the inspection dated June 18, 2019 there were 6 children and 1 staff and 1 manager present. At this inspection the above noted contraventions were identified. Please provide a written response to Licensing by July 2, 2019 outlining how you have corrected the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
