Introduction

A scheduled routine inspection was conducted. All newly licensed facilities in Fraser Health receive one routine and one follow up-inspection to ensure they are maintaining compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The Manager's name was not posted in a prominent place. The Manager said that she has purchased a bulletin and will post important documents on the bulletin, including her name.
Corrective Action(s): Please ensure the Manager's name is posted in a prominent place.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of a staff person's work history was not available in their file.
Corrective Action(s): Please ensure staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one staff. Licensing recommended that the Manager use the FH Child Care Employee Immunization form to document this information.
Corrective Action(s): Please ensure staff files are complete.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drill records were not available for inspection. Licensing discussed that fire drills must be practiced and recorded monthly and that the fire drill system must be posted in a prominent place.
Corrective Action(s): Please ensure fire drills are recorded monthly.

Comments

At this inspection, there were 3 children and the Manager present. At this inspection, the above contraventions were identified. The Manager will send Licensing a written response addressing the contraventions by Feb. 23, 2023 and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed/reviewed with the Manager:
· Amendment process for changing the license to Multi-Service type
· Emergency cards with photos to be kept in the first aid bag, which the Manager carries with her at all times any time she is offsite with the children (pick-up/drop-off at school, going for walks, etc)
· Immunization status for staff as per required in the legislation
· Staff file must include: site specific CRC, resume, 2 verified references, immunization status, first aid certificate
· Contents of the emergency kit (food and water for 72 hours)
· Parents must be notified of what snack is being provided at the daycare - ex. making a note of this on the sign in/sign out sheet, posting a snack menu, etc.

The contents of this report was discussed with the Manager and a copy was emailed on Feb. 9, 2023.
