Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed the files of two employees, both did not have a validation of the ECE, and ECEA certification on record. The licensee contacted the ECE registry to validate during the inspection.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): Toilet paper in the bathroom was stored on top of a second toilet seat, as the toilet paper dispenser was removed during the updating of the bathroom, where 2 additional toilets and sinks had been installed.
Corrective Action(s): The licensee had the toilet paper dispenser installed during the inspection.

Summary of Inspection:
During today’s inspection the licensee, and 2 children were present. At this inspection, the above noted contraventions were identified and corrected on site, therefore no further action is required by the licensee.

As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed, and provided to the Licensee/Manager.
