Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed gardening tools in the outdoor play area which were accessible to children.
Corrective Action(s): Ensure gardening tools are not accessible to children.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: Licensing observed that used diapers were placed in a garbage bin without a lid.
Corrective Action(s): Ensure used diapers are placed in a garbage bin with a lid.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing observed that one child did not have immunization records.
Corrective Action(s): Ensure the child has immunization records on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Licensing observed that today's attendance records for children was not recorded.
Corrective Action(s): Ensure attendance is recorded everyday with time of arrival and departure.

Comments

At the inspection dated Aug. 03, 2021 there were 5 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the Licensee during the inspection.

Licensing previously went on-site to conduct an unscheduled routine inspection on July 27th, 2021. However, the facility appeared to be closed during this time, as no children or staff were on site.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

A COVID- 19 Risk Screening was also completed.

Licensing conducted a walk-through of the entire facility.

A business card was provided during the inspection.

The following education/recommendations/discussions were provided:
- Fire extinguisher accessibility and attaching the tag/receipt to identify service date
- Indoor and outdoor active supervision
- Continue to clean and sanitize the facility including toys and equipment
- Continue to follow COVID-19 policy procedures
- Reportable Incident procedures
- Having staff documents on-site
- Validating certificates
- Increased indoor ventilation
- Checking expiry dates of items in the emergency supplies bag
