209 - Food not protected from contamination [s. 12(a)]
Observation: 1) Rice scoops stored in stagnant water.
2) Reach in cooler and walk-in cooler had raw foods (meats/seafood) stored beside and above vegetables/ready-to-eat foods.
3) Opened cans of food observed in the front cooler.
4) Staff was observed to be placing two containers of cooked meats on kitchen floor and advised to move them to a shelf at the time of the inspection.
Corrective Action(s): Ensure to have all scoops stored in ice water. Storing scoops in room temperature water would promote bacterial growth on surface. Ensure to have all raw foods (meats/seafood/raw eggs) stored below and away from vegetables/ready-to-eat foods as discussed at the time of the inspection. Ensure all opened can foods are transferred to food grade containers if to be stored for later use. Ensure all foods are stored at least 6inch off the floor.

304 - Premises not free of pests [s. 26(a)]
Observation: A cockroach was observed by the dishwashing area at the time of the inspection. Facility has a professional pest control company contracted for a monthly visit. Last inspection done on Jan 20, 2022.
Corrective Action(s): Ensure to have all food debris and grease build-up removed from floors/walls/equipment surfaces as discussed and agreed at the time of the inspection. Next pest control inspection to occur on Feb 18, 2022. Operator to send a pest control report to the health inspector.

Observation: Heavy accumulation of food debris and grease build-up observed on floors and throughout the facility. Refer to CODE 306 for more details.
Corrective Action(s): Facility requires a major cleaning. Ensure to have all food debris and grease build-up removed from floors as discussed at the time of the inspection. Remove any cardboards and empty boxes left in storage room.

Observation: Heavy accumulation of food debris and grease build-up observed from the following areas:
1) floors throughout the facility
2) dry storage room
3) inside coolers/freezers
4) top surface of flour bins
Corrective Action(s): Facility requires a major cleaning throughout the kitchen. All areas shown to the operator at the time of the inspection.
Remove all cardboards and newspapers from the kithcne/servery/dry storage room.

Comments

Routine inspection conducted:

- Handwash stations adequately supplied with liquid soap, paper towels and hot/cold running water.
NOTE: Ensure to obtain a proper paper towel holder for the front handwash station as discussed at the time of the inspection.
- Coolers operating at/below 4'C; freezers operating at/below -18'C; Hot-holding units operating above 60'C.
- Temperature monitoring system in place.
- High temperature dishwasher achieved 78.1'C at the plate level after final rinse.
- 200ppm chlorine solution available in spray bottles throughout.
- Ventilation canopy hood serviced and maintained in sanitary condition.
- Receipts kept on site. Six Fortune Preserved Duck Eggs were purchased from MC United Food Ltd., Richmond
- Professional pest control company contracted for a monthly visit.

NOTE: Three large bowls of cooked rice (>60'C), chicken curry (>50'C) and sauteed beef (>60'C) were being cooled at room temperature. As per kitchen staff, all cooked foods were to be kept at room temperature for ~30min and moved to cooler for further cooling. Ensure all cooked foods are cooled from >60'C to 20'C within 2 hours and from 20'C to 4'C within the next 4 hours.

General maintenance and sanitation of the facility require a major improvement. Refer to above.

Follow-up inspection to be conducted on Friday, Feb 25, 2022. Repeated violation(s) may result in further enforcement actions (i.e. issuance of violation tickets and/or closure order).
