Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following items were observed and discussed today:
-Outdoor fence: wood rot, paint peeling, missing screws, rusty nails sticking out, missing planks.
-Broken Slide: bottom of the slide is broken.
-Washroom: wooden cabinet door is broken.
-Nap room: corner of electrical outlet wall plate is broken.
LO discussed about developing a system to regularly monitor outdoor play space and log all inspections, maintenance and repair as per DOLSOP Safe Play Space
Corrective Action(s): Please ensure that facility's furniture, fixtures and equipment are clean and in good repair.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: CRC were not obtained for two individuals who are ordinarily present on the premise.
Corrective Action(s): Please ensure that criminal record check is obtained for any one over the age of 12 to be ordinarily present on the premise.

Comments

At this inspection dated May 12, 2020 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing Policies
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Physical Distancing Ideas
-Precautions and Practices for Sick Children

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with Manager and staff on-site:
-Monitor and maintain proper sanitization for all soft and porous toys and equipment; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them.
-First Aid Kit: to remove all expired items with DIN #; a further discussion was had about requiring parent’s permission before using any items with DIN # on children.
-Criminal Record Check: CRC needs to be obtained through Criminal Records Review Program not through local police department.
-Log Book: Facility to start a log for minor accidents, illness and unexpected events not requiring medical attention and were not reportable incidents described in schedule H.
