Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 3 staff files and one staff was missing record of a criminal record check clearance letter (CRC). The Director advised that this staff has been working since Aug under her supervision and that she has not been working alone with children.The Director advised an application will be submitted for the CRC by today.
Corrective Action(s): Please ensure the staff applies for a CRC through the Criminal Record Check Review Program,

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Both staff who work in the closing shift have expired first aid certificates.
Corrective Action(s): Please submit a plan to address this contravention.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: The practice has been for the children's food containers to be left on the tables after snack and until lunch time (while staff and children are at the playground). This means that children will be eating food that has been left out for more than 2 hours. Licensing also observed opened lunch containers and yogurt containers.
Corrective Action(s): Please ensure food is stored safely to prevent food born illnesses.

Comments

At this inspection, the above noted contraventions were identified. Licensing provided a date for addressing the contraventions and is requesting a written response by September 11, 2023 advising on compliance.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following was discussed:

ยท Ensuring the second sink is working when there are more than 10 children in care. There is an automatic sensor that is attached to the faucet and it is not functioning properly. Today there were 8 children in care.

The information contained in the report was discussed with the Manager and the report and risk assessment were written on-site. Licensing advised that copies of the report and risk assessment would be emailed to the facility.
