Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCHG-AWKSQ3 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing tested the hot water temperature in the sinks accessible to children in the washroom and found that it read 59C which is above the maximum allowable water temperature of 49C.

Manager turned off the hot water to the sinks, which are accessible to children, during inspection.
Corrective Action(s): Ensure water temperature does not exceed 49C, in areas accessible to children, to prevent the possibility of scalding.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: During inspection Licensing observed a child on a "time out" in the staff room. The child was alone in the room with both doors into the room open. Staff could observe the child from the main play area and from parts of the kitchen.

Licensing reviewed the Facility Guidance Policy and noted that "time out" is not listed as a guidance strategy used at the facility.

Manager stated that they will have the staff review the policy manual to ensure they are familiar with the guidance strategies that are to be followed at the facility.

Comments

At the inspection dated Mar 1, 2019 there were 18 children and 3 staff present. At this inspection the above noted contraventions were identified or no contraventions were identified.
Licensee to review Facility Guidance Policy with staff and to submit written documentation to the geographic Licensing Officer when they have done so.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
During inspection Licensing observed children engaged in circle time, having snack and then engaged in outdoor free play.
During inspection Licensing observed staff interacting with children while they were engaged in activities, staff gave warnings before transition times.
