Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Wipable surface of the diaper mat was rough and dirty with holes poked through it making it hard to ensure it is sanitized appropriately from bodily fluids between changes.
- Cabinet located under the change mat that is accessible to children with plastic bags located inside.
- Cabinet located under the hand washing sink in the bathroom is accessible to children and has glass cleaner inside.
Corrective Action(s): Please ensure that the environment is healthy and safe while children are in care.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 8 staff files of which 1 was missing immunization status.
Corrective Action(s): Please ensure all staff files are up to date and complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 11 children's files of which 2 were missing the name and phone number of a medical practitioner.
Corrective Action(s): Please ensure all children's files are complete and up to date.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing reviewed 3 care plans. All 3 had been written with consultation of the parent however they had not been reviewed yearly.
Corrective Action(s): Please ensure all care plans are reviewed at least once a year with a parent of the child requiring a care plan.

Comments

At the inspection on August 15th, 2023 there were 32 children and 7 staff and the manager present.
At this inspection, the above noted contraventions were identified.

As part of this Routine inspection, a Facility Risk Assessment Tool was completed offsite and a copy will be emailed.
