Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed an empty beer can and lawn mower in the outdoor play area.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that the entire fence on one side of the outdoor area is broken leaving the area open to the neighbouring yard.
The Manager informed Licensing that the wind had blown the fence down
Corrective Action(s): Please ensure that the entire outdoor play area is enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon a review of two staff records Licensing observed one staff record with only one reference on file.
Education provided on having three references for staff.
Corrective Action(s): Please ensure that all staff records are complete and references have been obtained.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that all the food and water in the emergency bag has expired in 2019. The Manager has purchased new water and food however it is at another location and not on site.
Licensing provided some suggestion on having a system in place to ensure that the supplies are up to date and maintained.
Corrective Action(s): Please ensure that an emergency plan is in place that sets out procedures to prepare for, mitigate and recover from any emergency.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon a review of four children's records Licensing observed one child's record missing immunization status.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the care facility.
Date to be Corrected: February 26, 2020.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Upon a review of four children's records Licensing observed one child that has a diagnoses and does not have a care plan in place.
Licensing provided education on having a care plan in place for all children who have been diagnosed and that explains the courses of action to address the needs of the child requiring extra support. Additionally Licensing provided education on reviewing care plans at least once a year.
Corrective Action(s): Please ensure that each child requiring extra support has a current care plan in place indicating the courses of action recommended to address the needs of the child requiring extra support.

Comments

Summary of Inspection
At the routine inspection conducted today, February 25, 2020, there were four children and the Manager present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
Screen time; best practice 3 hours or less care provided should not have any screen time.
Log book; the intent of a log book.
