Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AE6RFM have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Area at the side of the garage consists of a stacked pile of bricks , fence was not engaged preventing access to this area , discussed use of deck area to ride on trikes. Licensee stated that a gate in place when this activity occurs.
Corrective Action(s): please ensure areas which are indented to be made inaccessible are secured to prevent access and potential injury.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11470 - DLSOP Safe Play Space (additional equipment [b1]) - [bullet 1] Pools, trampolines, and other atypical equipment may be desired by some licensees. The use of this type of equipment requires careful and detailed consideration on a case-by- case basis. Although the use of such equipment is not prohibited by the Child Care Licensing Regulation, it may pose additional risks to the health and safety of children. Some considerations include: whether the equipment meets the needs of the children in care, what additional types of risk are involved if used, what necessary steps will be needed to ensure adequate active supervision, and how will staff ensure the equipment is used and maintained properly.
Observation: Trampoline and bouncy castle consent forms are in place on some yet not all children's files. Some parents have not authorized the use of the trampoline while others have. Discussion held pertaining to the supervision practices while some children would use this equipment. Observed the stairs located at the entrance to the trampoline.
Corrective Action(s): Licensee relocated the stairs away from the entrance during the inspection. Licensee stated additional consideration will be given to the use of this equipment and expanded policies will include information related to it's use and supervision.please forward these policies and use plan for use to Licensing for review.

Comments

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Licensee to develop both The Screen Time and Active Play Policies as detailed in the Director of Licensing Standard of Practice ( DOLSOP ) This section was unable to be selected to include as a contravention within the report as the policies had not been in place and provided to families as required by Sept 2017.
A Temporary Placement was approved and hand delivered to the licensee during today's inspection.
