Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AC8U48 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing reviewed 4 weeks of children's attendance records. It was observed that 4 Mondays there were more than 4 children under 4 in attendance. The Licensee stated that she was unaware that she could only have 4 children under 4. The Licensing officer reviewed Schedule E of CCLR with the Licensee and supplied an application for temporary placement. The Licensee stated she is going to apply for a temporary placement.
Corrective Action(s): Ensure that children are grouped according to Schedule E.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 4 of 7 children's files. One child was missing immunization status. Licensee stated she has contacted the parent and is waiting for the immunization form to be returned.
Corrective Action(s): Please ensure all children's files have required documentation according to CCLR s.57

Comments

A discussion was had with the Licensee about a temporary placement for a child who attends the facility on Mondays. The Licensee will ensure that she is within compliance for Monday and will apply for a temporary placement by Nov. 6, 2017.

This inspection was written off site and the time spent includes time taken to write this report and deliver it to the facility.
