Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Areas of foam are exposed on some sleep mats making the mats difficult to sanitize.
Corrective Action(s): Please ensure foam is not exposed on sleep mats. The use of duct tape to cover the foam was discussed with the manager.

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: The manager was unable to locate the file and a criminal record check was not available for one volunteer.
Corrective Action(s): Please ensure a criminal record check is available for all volunteers.

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: References were not available for two volunteers.
Corrective Action(s): Please make sure references are available and have been checked for all volunteers.

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: The manager was unable to locate the file and proof of immunization for one volunteer was not available during this inspection.
Corrective Action(s): Please ensure proof of immunization is available for all volunteers.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: One child has a food allergy and no care plan is available.
Corrective Action(s): Please ensure a care plan is available for any child that has a food allergy.

RECORDS AND REPORTING: 19230 - CCLR s.58(1)(c)(i) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (c) the resources to be made available to the child requiring extra support by the licensee, including (i) any adaptation of the community care facility necessary to ensure the child's safety or comfort.
Observation: Medication required by one child requiring extra support expired in March 2021.
Corrective Action(s): Please ensure all medications have a current expiry date.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan has not been reviewed since 2018.
Corrective Action(s): Please ensure all are plans are reviewed a minimum of once every 12 months

Comments

Summary of Inspection
At the inspection dated June 7, 2021 there were 14 children and 3 staff present. At this inspection the above noted contraventions were identified. The Licensee is required to submit a written response to the Licensing Officer no later than June 14, 2021 stating how the contraventions have been addressed. The Licensing Officer will review the response to ensure it is appropriate. As part of this routine inspection a facility risk assessment tool is completed and a copy is provided.
The following were discussed with the manager:
Ensuring items stored on top of shelves do not pose a tipping hazard.
Ensuring no areas of drywall are exposed.
