Introduction

An unscheduled routine was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Staffing · Nutrition and Food Services
· Policies and Procedures · Program
· Care and Supervision · Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): There were two electrical outlets that did not have safety plugs covering them. The licensee covered them after licensing pointed it out.
Corrective Action(s): The licensee corrected it during inspection.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 1 staff's criminal record check expired in 2016.
Corrective Action(s): Ensure that each staff has a current criminal record check through the criminal record review board.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: 1 staff's file contained reference letters which the licensee states were verified although there is not documented proof indicating that they were.
Corrective Action(s): Please ensure that reference checks are obtained and verified for each staff member.

RECORDS AND REPORTING: 19010 - CCLR s.55(1)(a)(1.1) - A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (a) becomes ill or is injured.(1.1) In the case of a licensee who provides a care program described as Child-minding, the parent to be notified under subsection (1) is the parent who is on the premises on which the child-minding service operates.
Observation: Review of minor incidents did not show if the parent of the child was notified of the injury. The licensee stated that parents are notified verbally.
Corrective Action(s): Please ensure that there is written documentation showing that the parents are notified of any injury or illness of their child.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of children's records found the following:
- 2 children did not have immunization status
- 1 child did not have a medical insurance plan number
Corrective Action(s): Please ensure that each child's record has their immunization status and medical insurance plan number listed.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Review of children's records found that at least 10 children did not have pictures of the child.
Corrective Action(s): Please ensure that each child's record has a photograph of them or a digital photograph.

Comments

The school age program does not start operating until October and there is currently no one enrolled in the group child care (3-5) program.
The licensing officer observed the preschool children during free play and outside time and staff engaging with the children.
The licensee was unaware of the new Standard of Practice: Active Play. The LO is going to email her a copy.
