Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA), the Child Care Licensing Regulation(CCLR) and the relevant Director of Licensing Standards of Practice(DOLSOP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with the Manager today:
- Closet ( storage space) where all cleaning supplies were stored was unlocked and accessible to the children.
- Under the sink (washroom) was unlocked where a dry shampoo spray bottle was stored and accessible to the children.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drills were not practiced with the children for the past 2 months.
Corrective Action(s): Please ensure that fire drills are practiced at least once a month with the children.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: A discussion took place with the Licensee in regards to fire extinguisher annual service requirement. At today's inspection, there was no indication when the fire extinguisher was purchased or serviced. LO discussed some strategies about record keeping for this purpose.
Corrective Action(s): Please ensure that facility's fire extinguisher is serviced and tagged annually.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: LO noted that a reportable incident was not reported to Licensing within 24 hours as required.
Corrective Action(s): Please ensure that Licensing is notified when a reportable incident described in Schedule H occurs while children are in care.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: 3 children's files were reviewed; 1 child's care plan was not updated yearly.
Corrective Action(s): Please ensure all children's files are complete.

Comments

On the inspection date of June 29, 2021 there were 3 children and 1 staff present. At this inspection the above noted contraventions was identified and the Licensee is required to take corrective action to bring the facility into compliance and submit the written response to Licensing by below date. The contravention noted in this report was reviewed with the Licensee during inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is attached.
This inspection report was completed off site and emailed to the Licensee, therefore signature is attached.

LO had the following discussion with the Licensee:
- To regularly use the minor incident book to document minor accidents, illnesses, and unexpected events involving a child that did not require medical attention.
- To start a log for all inspections, repairs and maintenance of outdoor play space.
