Introduction

This is a routine inspection conducted with the Manager to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.) and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the Licensing Officer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

As part of this routine inspection a facility risk assessment tool is completed and a copy is provided. The risk assessment includes non-compliance identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: When at the front door entrance there are railings leading up to the front door which appear discoloured.
Corrective Action(s): Please ensure all rooms and common areas are maintained in a good state of repair.

CARE AND/OR SUPERVISION: 34760 - RCR s.81(4)(b)(ii) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (ii) if there is no substantial change in the circumstances of the person in care, at least once each year to ensure it continues to meet the needs and preferences, and is compatible with the abilities, of the person in care who is the subject of the care plan.
Observation: A random review of one person in care's chart indicated for example:

- The Choice/Leisure Guidelines review at the top of the first page from 2017 and then the 3rd page "to be reviewed" June 2019. The Manager stated these guidelines are in process of being reviewed.

- The Oral Health Care Plan with a date from 2017. The Manager stated the Oral Health Care Plans were reviewed and will follow-up with the Dental Hygienist to get copies of these plans for the persons in care.

- Health Care Plan date from 2017. The Manager stated the HSCL Nurse visits once a month and will review the health care plans with the HSCL Nurse at their next visit.
Corrective Action(s): Please ensure care plans are reviewed once a year if no substanial change or more often as needed.

RECORDS AND REPORTING: 39210 - RCR s.78(3)(a) - A licensee must have, and keep with each person in care's record, consent in writing from the person in care or a parent or representative of the person in care (a) to call a medical practitioner, nurse practitioner or ambulance in case of accident or illness.
Observation: Written consents as per section 78 (3)(a) of the Residential Care Regulation not noted in the two charts for persons in care seen during the inspection. The Manager stated the charts were rearranged in terms of standardizing certain documents.
Corrective Action(s): Please ensure written consents as per section 78 (3)(a) of the Residential Care Regulation are in-place for all persons in care.

RECORDS AND REPORTING: 39480 - RCR s.87(d) - A licensee must keep a record of the following matters respecting food services: (d) food services and nutrition care education and training programs attended by food services employees.
Observation: Discussion took place around meeting section 87 (d) of the Residential Care Regulation. The Manager will look at having this as a standing agenda item for staff meetings. In addition, the writer will email resources around meeting the intent of section 87 (d) of the Residential Care Regulation as well.
Corrective Action(s): Please ensure a record is kept for food services and nutrition care education and training programs attended by food services employees.

Comments

Professional contact list noted in the one chart for a person in care:

- The office address for the writer is not correctly noted. The correct address was provided to the Manager who will revise this list.
- Another contact was discussed who is no longer the role as documented. The Manager will revise this list accordingly.

Menu substitutions list:

- In the kitchen behind a cabinet door is a substitution list with a few substitutions documented. The Manager stated menu substitutions are also to be documented on Sharevision (computerized system) and this will be brought up for discussion and reinforced at the next staff meeting.

Thermometers:

- The kitchen refrigerator noted in the fridge component a thermometer reading at -10 degrees Celsius and the freezer component with a thermometer reading at close to -20 degrees Celsius. The Manager switched both of the thermometers during the inspection to see if the fridge thermometer reaches 4 degrees Celsius and the freezer thermometer at -18 degrees Celsius. Please monitor thermometers as required to ensure the fridge temperatures are maintained at 4 degrees Celsius and freezer temperatures are maintained at -18 degrees Celsius.
