Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play structure that is maintained by the Burnaby School Board. This was confirmed during the inspection.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that an ECEA certificate was not posted
Corrective Action(s): Please ensure the staff certificate is posted in a prominant place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that the counter, close to the window sill, has cracks, is lifting and some areas are covered in duct tape. The cracks may harbour bacteria and duct tape is difficult to clean. This is a repeat contravention from inspection #CLAN-BJTT7Y
Corrective Action(s): Please ensure the facility is in good repair.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the inspection licensing observed that fire drills were not completed for the months of: September, October, November and January
Corrective Action(s): Please ensure fire drills are practiced and recorded on a monthly basis.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four out of eight children's records were reviewed. Two children's records were misssing a date of enrollment.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: During the inspection licensing reviewed information documented by a parent in a child's record. The child requires occasional medication and has been directed by a parent to self administer the medication when needed. In discussion with the Manager she stated she has not observed the child self-administer the medication and does not have written permission from the parent about the type of medication that is administered and when the medication is administered. Licensing discussed the need to create a care plan, developed in consultation with the parent for the child that outlines the following: Signs and symptoms, type of medication being administered and when and the need for the child to administer the medication in the presence of facility staff. This is a repeat contravention from inspection #CLAN-BJTT7Y
Corrective Action(s): Please ensure a care plan is developed for a child that requires extra support.

Comments

At the inspection dated February 9, 2021 there were 8 children, 1 staff member, and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by February 26, 2021 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed and discussed with the Manager:

-The reportable incident reporting procedure
-Adding more food to the emergency kit to be prepared in an emergency

The following information will be sent to the Manager:
- Reportable Incident bulletin
- Sample medical authorization form

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
