Observation: City of Mission lacking Cross Connection Control Program
Corrective Action(s): Recomment development of a robust Cross Connection Control program to include details from the National Guide to Sustainable Municipal Infrastructure methodology. Operator given the progress report for cross connection control at the time of inpsection to submit to Fraser Health once completed.

Meeting with Colin McLean, (Operations Manager) and City of Mission staff/operators April 23rd, 2025.

- Drinking water system operating permit name change has been completed.
- Joint annual reports for Abbotsford and Mission are posted online at https://www.ourwatermatters.ca/water-quality
- Operators noted that the City of Mission is now doing its own sampling for bacteriological and chemical sampling. Samples are submitted to Burea Veritas. Sampling is completed at 19 sample stations throughout the water distribution system.
- Water sampling locations have been updated, with 10 new sites for a total of 19 sampling locations. All sample sites are sampled on a 2 week rotation (schedule A then schedule B), allowing all sites to be tested each month.
- Chemical sampling of the distribution system is conducted quarterly for metals, anions, alkalinity, pH, turbidity, conductivity, and total dissolved solids. The most recent results from March 2024 have been uploaded to our water matters webpage. No parameters were noted above the MAC.
-Discussed PFAS testing within the distribution system, this year a suite of testing will be completed following the new Guidance for PFAS from Health Canada.
-Current residuals in the system range between 2.5 and 1.8 ppm total chlorine.
- Quarterly sampling of disinfection byproducts is conducted and results are posted in the annual results. Requested an email to be sent to Fraser Health for any total coliform detection in the system with follow up actions.
- Please ensure that the drinking water EHO receives the weekly/monthly/quarterly sampling results when they are available.
- Operators noted that Mission has an annual uni-directional flushing program that covers 1 of the 4 zones each year. Un-looped portions of the system may also be flushed annually if residual monitoring indicates the need to do so.
- Operators have and are using the Fraser Health main-break reporting form, confirmed that this reporting form is requested for all main break incidents, please ensure that this is sent to Fraser Health.
- Discussed the lack of a cross connection control program, this was recommended to be discussed with city staff along with the metering program. Currently the City of Mission has approximately 2800 metered connections out of a total of approximately 11,000 connections to the system. Discussed the lack of potential cross connections due to the lack of meter devices, if a main break and low pressure event occurs. The plumbing code covers backflow prevention for new construction. -The city does require that testing of back-flow prevention devices for high-risk connections occurs.
- The Abbotsford/Mission Emergency Response and Contingency Plan is under review and an update is expected in the near future.
- Operators provided an update on the system expansion to some of the Silverdale region, which is expected within the next few years, although the extension is not expected to supply all of the Silverdale region for some time (details are available on the website in the neighborhood plan).
