Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Two staff files were reviewed; one staff's resume/ work history was missing.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Two staff files were reviewed; one staff's immunization status was missing.
Corrective Action(s): Please ensure all staff files are complete.

Comments

At this inspection dated April 16, 2020 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing
-Health & Hygiene Practices
-Social Distancing
-Precautions and Practices for Sick Children

LO provided the Resource Package for ChildCare Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Sanitizing Schedule Resource
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with staff on site:
- ECE certificate validation: 1 staff's ECE certificate was recently upgraded (from ECE to IT); updated certificate must be validated again through ECE registry
- Reference letters within staff's file: to conduct reference check and document indicating that character references were obtained in respect of the person by the licensee or manager as part of the hiring process
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination/ spreading germs
-Monitor and maintain proper sanitization for all soft and porous toys and equipment, i.e. arm chair with cushion ( fabric); such item still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle
- Fire Extinguisher Annual Maintenance: staff was made aware of the upcoming inspection due May 2020
