Introduction

An unscheduled follow up inspection was conducted to assess contraventions noted on routine inspection #WBET-CNPQZG dated January 12, 2023.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed bed mats and bedding touching each other. This was noted on routine inspection #WBET-CMZTED dated January 12, 2023.
Corrective Action(s): To stop the risk of the spread of infection please ensure beds and bedding do not touch each other.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following were observed during this inspection: Paint peeling on the bathroom ceiling, a heating vent not securely attached to the wall, peeling drywall in a hallway and walls throughout the facility in need of cleaning. These items were observed during routine inspection #WBET-CMZTED dated January 12, 2023.
Corrective Action(s): Please ensure all areas of the facility are clean and in good repair.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There are not enough emergency supplies for all of the children for up to 72 hours and the first aid kit has not been updated. Lack of emergency supplies is ongoing noncompliance. The manger stated prepackaged emergency kits would be ordered.
Corrective Action(s): The Licensee must ensure there are sufficient emergency supples for up to 72 hours for all children.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: When Licensing arrived at the facility a child under the age of two years was watching the television. The facility screen time policy states that children under the age of two years will not have any screen time. Three cats were seen in the hallway, children's play area and in the kitchen. The facility pet policy states that pets are not allowed around toddlers, where any child actively plays, in hallways and in food preparation areas. Licensing discussed that if the pet policy is not practical and cannot be implemented it needs to be amended. The policy also states there are two cats in the home and the manager said there are now five cats. Licensing recommended that the policy not include the number of cats in the home as this may change over time.
Corrective Action(s): Staff must ensure all facility policies and procedures are followed.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: During this inspection two children were on the potty. Neither child or the manager washed their hands after the toileting routine.
Corrective Action(s): To stop the spread of germs please ensure all children and staff wash hands after toileting.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: Lunch bags are not being checked to see if they contain items that need to be refrigerated. This contraventions was noted on routine inspection #WBET-CMZTED dated January 12, 2023.
Corrective Action(s): Please ensure all perishable items are placed in the fridge.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): When Licensing arrived at the facility time in had not been recorded for any of the children. The manager said she waits until all of the children have arrived and then completes time in. The manager documented time in for the children during this inspection.
Corrective Action(s): Time in needs to be accurately recorded when a child arrives at the facility.

Summary of Inspection
At the inspection dated February 3, 2023 there were six children, one staff and a family member present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed with the manager and the family member:
A full response addressing contraventions on routine inspection #WBET-CMZTED was not received by the extended time line. The manager needs to contact the Licensing Officer if she cannot address contraventions by the stated time limes to discuss what other time line options may be available. If the manager is unsure of what is required to addresses contraventions she needs to contact her Licensing Officer for help.
If prepackaged emergency kits that contain meal replacement bars are purchased it is recommended that supplementary age appropriate food is also included in the kit (eg granola bars, crackers).
