Introduction

An unscheduled routine was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing inspected the outdoor area and it was found to have an upside down wheel barrow stored under the deck in an area where children can play. the edges of the wheel barrow appeared sharp and was showing rust areas. This poses a rise of safety to children. Please remove or restrict access to reduce risk of harm to children.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of children in care. Please restrict access to this area until it can be removed or an alternate solution is found.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing reviewed the records of practiced fire drills, it was noted that the fire drills were not recorded since October 2015. Licensee was unsure of when they were completed and whether she recorded them or not.
Corrective Action(s): Pleases ensure that fire drills are completed and recorded monthly as required by the Fire Services Act and CCFL.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing reviewed the fire drill record book and no record of an evacuation drill being practiced in the last 2 years was found. Licensee could not recall when the drill was last practiced.
Corrective Action(s): Please ensure that the evacuation plan is implemented at least once per year as required.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed 3 children's files and it was found that 1 was missing a photograph or digital image. Licensee was not aware that the photograph or digital image was missing and stated that she will get an image as soon as possible.
Corrective Action(s): Please ensure that all children's documentation are complete and up to date.
