Observation (CORRECTED DURING INSPECTION): Kitchen designated has been disconnected and a dishwasher (unconnected) has been placed in front of it blocking it's use.
Corrective Action(s): Reconnect the plumbing to the handsink and remove the dishwasher to access it.

You will have to use the middle sink of the 3-compartment sink for handwashing in the meantime.
