Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed a table and totes blocking the secondary exit, as well as on the other side of the emergency exit, storage items hampered the exit route.
Corrective Action(s): Please ensure that all emergency exits have a clear path to ensure effective and safe evacuation. Licensee contact confirmed that this has been addressed immediately.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Licensing observed a substitute staff on site today was not appropriately orientated in the execution of the emergency drills.
Corrective Action(s): Please ensure all staff, including substitute staff are aware of the facility policies and are orientated in safe evacuation.

Comments

Summary of Inspection

At today’s inspection there were 3 children and a substitute staff present. 11 children are currently enrolled and the Manager was away today.
At this inspection the above noted contraventions were identified and the Licensee is required to respond with a compliance plan which will be reviewed by Licensing.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Policies regarding emergency evacuation and food provision to be updated - online parent handbooks available
- Emergency cards
- Posting of substitute certificates
- Updating immunization information for staff
- Criminal record check information for site
