Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
No violations were found during the inspection.

Comments

The licensee / manager was not on site and a qualified staff was working with children during the inspection.

The staff does not have access to their own file and children's files. The staff stated that they were kept in a locked room which they did no have an access. I noted that a copy of the staff's ECE certificate, first aid certificate and CRC were posted on the wall. The staff stated that they also provided their immunization information and references to the licensee. I reminded the staff to provide a resume to the licensee as per the requirement. 4 children's emergency consent cards were available upon request. Two children's M.D. information were missing from the consent cards. Writer would need to review all the children's and staff's files in order to determine if all the required information/document have been obtained.

The backpack (for outdoor park) was reviewed. Loose Tissues and gloves were found in the backpack. They were not kept in a plastic bag or in a container. To ensure they are keep them in a sanitary condition, I recommend that you organize the backpack and keep the first aid items including the tissues and gloves in a bag or a container.

The rest of the inspection will be conducted at another time. Please provide this copy to the manager and ask her to arrange an inspection with me. Thank you.
