Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager and staff.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Manager's information was not posted within the facility.
Corrective Action(s): Please ensure that the name of the manager is displayed in a prominent place within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO noted tapes used on carpet to prevent from curling up; however the tape started to peel. This is a tripping hazard and cannot be thoroughly cleaned.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: Fire extinguisher on-site was recently expired; Licensee stated that it has been scheduled to be serviced in the near future.
Corrective Action(s): Please ensure that fire extinguisher is inspected and tagged annually by a certified technician.

Comments

At this inspection dated June 8, 2020 there were 2 staff, 1 student and 1 child present. Manager was on-site and assisted LO with today's inspection. At this inspection the above noted contraventions were identified. Licensee is required to take corrective actions to bring facility into compliance. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on June 9, 2020.

LO observed and discussed the following with Manager on-site:
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, including all sensorial materials and other toys and equipment. Also any soft and porous materials used in the facility needs to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them
- First Aid Kit: to remove all expired items with DIN #; a further discussion was had about requiring parent’s permission before using any items with DIN # on children. Mild soap and water can be used to clean any minor cut and/or scrape
-Sleeping Areas: to always keep and maintain the sleeping area/arrangements in a clean and sanitary manner, i.e. blankets and sheets for children should not be touching each other and must be laundered regularly ( at least once a week, or more often if soiled or visibly dirty)

The following education/recommendations were provided in regards to:
-Cleaning and Disinfection
-Physical Distancing Ideas
-Respiratory, Personal and Hand Hygiene
-Precautions and Practices for Sick Children
-COVID-19 Safety Plan as per Order of the Provincial Health Officer ( See WorkSafe BC Protocols for Child Care)

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
