Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The Manager's name was not posted in a prominent place.
Corrective Action(s): The Manager will post her name in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The material covering the gaps in the deck railing is not secured. The Manager said that staff usually try and tape it back on the railing when they are able. Licensing had a discussion with the Manager about other materials she could use to cover the gaps in the railing.
Corrective Action(s): The Manager will address the contravention.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: One staff's ECEA certificate was not validated by the system maintained by the registry. This is a repeat contravention from Routine Inspection #SVAA-CRPUHY.
Corrective Action(s): The Manager will validate the staff's ECEA certificate and print out the results to be kept in the staff's file.

Comments

At this inspection there were 7 children, 2 staff, and the Manager present. At this inspection the above noted contraventions were identified. The Manager will send Licensing a written response addressing the contraventions by Apr. 18, 2024 and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The contents of this report was discussed with the Manager and a copy was emailed on Apr. 4, 2024.
