Introduction

An unscheduled follow up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
The purpose of this inspection was to follow up on how contraventions have been addressed from routine investigation inspection # KFIHB8VR2H.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): It was observed that there were 8 children in the licensed space and 2 children related to the Licensee who were in an additional part of the home who were unattended by an adult. The Licensee stated that a relative was caring for the children but no relative was located upon visually looking at the additional part of the home. Another relative was called who came to care for the 2 children who were related to the Licensee. This care was provided in another part of the home.
Corrective Action(s): Please ensure that care is provided to no more than what is permitted in schedule E for your license. In this case for multi-age, that is 8 children.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation (CORRECTED DURING INSPECTION): It was observed that a child door lock was present on the inside of a door handle of a nap room where children were sleeping. Licensee stated that the children must have moved it to the inside of the door. The Licensee removed this lock while Licensing officer was on site.
Corrective Action(s): Please ensure that the behavioural guidance for children is age appropriate to the age and development of the children.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: It was observed that 2 medications for children were expired. It was also observed that there was not parental permission to include amount and time of a medication for one child. This is a repeat contravention.
Corrective Action(s): Please ensure that each child has parental permission with amount and time specified by parent and ensure that all medication is current.

Comments

Summary of Inspection
At the inspection dated June 20, 2019 there were 10 children and 1 staff present. At this inspection the above noted contraventions were identified.
Education:
It was noted that one child had an expired epi-pen with a letter dated in February 2019 from child's parent explaining that an expired epi-pen can be used while there is a shortage of epi-pens.
It was discussed that it is the Licensee's responsibility to follow up with the parent to ensure that when epi-pens are available again, an unexpired epi-pen replaces the expired one.
