Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the routine inspection licensing observed that some blackberry vines were coming down from the fence above and hanging into the playground. Some of the blackberry vines were observed to have sharp prickles on them. The vines were hanging down the cement wall and were easily accessible to children. No children were observed touching the blackberry vines. This is a repeat contravention from 2023.
Corrective Action(s): Manager said that they will inform owner about the blackberry vines and they will be trimmed down.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the routine inspection 5 staff files were reviewed and one staff file was missing a resume.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the routine inspection licensing reviewed 5 staff files and one staff file was missing a validation of they ECE A certificate.
Corrective Action(s): Please ensure that all staff files are complete.

Comments

At the inspection dated April 18, 2024 there were 22 children 3 staff and 3 BI's present. At this inspection the above noted contraventions were identified. The licensee is required to address the contraventions, bring the facility into compliance, and provide a written response to Licensing by the date written below. Licensing will review the response.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
· A system to identify that character references have been checked
· A system in place to identify that the parents have been notified regarding minor incidents.
