Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Four staff records were inspected and of these two were missing criminal record checks (CRC) for the criminal record review program. One had one that had been issued to another employer. The manager stated that CRCs have been requested from the review program, however the results have not been received.
Corrective Action(s): Ensure that a CRC has been obtained from the review program prior to employment.
Date to be Corrected: Prior to staff working with children.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: The manager stated that an active play policy has not yet been developed and available to parents, but that they do participate in active play.
Corrective Action(s): Ensure required policies are in place and implemented.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: The manager stated that screen time is not offered at this facility, but that this is not documented in a policy.
Corrective Action(s): Ensure that required policies are developed and implemented and available to parents.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: A random revie of children's records showed that there is additional child who is registered and who attends that has not met the age requiremnt of the program.
Corrective Action(s): Ensure that each child registered and who attends meets the requirement.

Comments

A program is operating every other Wednesday in which Grade 6 children from the elementary school play with the preschool children. Licensing recognizes the value of this program. The manager is reminded that group sizes may not be exceeded during this time and that staff to child ratio must be kept. The manager is also reminded to ensure that the play is age and developmentally appropriate for preschool age children.

Validating ECE licenses is available on the ECE registry web site.

There were a wide variety of creative activities available for the children in both classrooms that encourage language development (sound and letter matching), sensorial and environmental exploration (nature tables), dramatic play (stage props), fine and large motor development (puzzles, scissors, felts, Montessori magerials). The teachers were seen to speak kindly with the children and responded to their needs.
