Introduction

An unscheduled/scheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed that there were plant vines coming into the outdoor play area from the neighboring yard.
Corrective Action(s): Ensure that outdoor play space is free from hazards.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Ensure that staff screening and required documentation is complete before the employees start date.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed 6 staff files and noted that three of ECE certificates had not be verified by the system maintained by the early childhood educator directory.
Corrective Action(s): (CORRECTED DURING INSPECTION) ECE certificated were verified by the system maintained by the early childhood educator directory during the inspection.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing observed that one staff file had immunization, references, certificate and certificate validation missing.
Corrective Action(s): Ensure that all the records required are obtained and verified before the start date of the employee.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 6 children's records and noted 2 did not contain the date of enrolment at the facility.
Corrective Action(s): Please ensure children's records contain all required information, including the date of enrolment.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed six children's records and noted 2 did not contain the medical practitioner name and phone number.
Corrective Action(s): Ensure children's registration information is complete with all required documentation including medical practitioner and phone number. If the family does not have a doctor then the nearby clinic phone # can be included.

Comments

Summary of inspection:
At the inspection dated September 6, 2022 there were 17 children in the Infant/Toddler room and 16 children in 3-5 room with total of 9 staff members and the manager.
Licensing met with the manager present on the site. Licensing was accompanied by a JIBC student on this inspection.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following items were discussed:
-Active Supervision during nap times.
-Care plan required if children have any form of allergies.
-All the wipes or items in the first aid kit with DIN # on it should be labelled as staff use only or removed.
