Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the routine inspection licensing noted that the blankets and sheets from the cots were touching each other promoting cross contamination.
Corrective Action(s): Please ensure that you provide a safe environment while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection licensing noted the following:
- paint peeling on the doors of the classrooms in the facility
- dry wall was exposed in all three classrooms
Manager said that they are in the process of wanting to paint the doors and patch and paint the walls.
Corrective Action(s): Please ensure the facility is clean and in good repair.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the routine inspection licensing reviewed 6 staff files and one staff file was missing a record of immunization.
Corrective Action(s): Please ensure all staff files are complete.

Comments

At the inspection dated October 12, 2023 there were 40 children, 10 staff and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
- During the routine inspection licensing observed a child in the 3-5 classroom screaming for approximately 5 minutes. Licensing observed one staff attend to the child and then saw the manager helping the child calm down. Licensing inquired about the behaviour of the child and was told that this is common behaviour for this child. A care pan was not set in place at this time. Licensing had a conversation with the manager regarding the needs of the child in care and recommends the manager meets with the family of the child and creates a care plan in cooperation with the parents, so everyone can best support the child while at the facility.
- A conversation was had with the manager regarding Temporary Placements and/or Exemptions
- Lead in water - flushing the pipes to remove any impurities before using the drinking water
