Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed inside the facility:
-paint chips on the walls
-drywall exposed
-duct tape was in place between the carpet and the tile floor to cover a crevice. Installing a tranfer strip was recommended
-wear and water damage was observed in the laminate countertop (please correct by June 25, 2020)
-chairs with paint chips
-a stool had water damage
-shelving edges had paint chips
Corrective Action(s): Please ensure the facility and equipment are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed two chairs in the outdoor play area. The chairs had rust on them. This is a potential health hazard. The Licensee said she will remove the chairs

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Prior to the inspection the criminal record checks were reviewed for the facility. Upon inspection the criminal record checks were reviewed. Two criminal record checks were expired.
Corrective Action(s): Please ensure criminal record checks are complete and current.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Three children's records of eight were reviewed. Two children's records were missing a date of enrolment.
Corrective Action(s): Please ensure that the children's records are complete.

Comments

At the inspection dated April 29, 2020 there was 1 child, and the Licensee was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by May 14, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was reviewed/discussed with the Licensee:

· Information sent out to the Licensee regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings

The following resource was given to the Licensee:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Licensee at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Licensee.
