Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that the GCC-Under 36 months program had one I/T staff and one ECE Assistant. Upon further discussion with the Manager, it was noted that the ECE Assistant was part of the regular staffing plan and was not providing emergency coverage.
Corrective Action(s): Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in schedule E.

Comments

Summary of Inspection:
At the inspection dated September-24-2020, there were 7 children with 2 educators in the preschool program and 5 children and 2 staff members in the under three program.
A COVID-19 Risk Screening was conducted on site, prior to inspection in the preschool and daycare.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the contact person in the preschool and the day care.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
-Intent of exemptions and the process to apply.
-Legislative requirements for staffing.
-A need for education and support was identified in the daycare program. Licensing will schedule a follow up appointment to provide support.
-A COVID-19 Infection Control Assessment was conducted with the preschool staff and daycare staff.
