Introduction

An unscheduled routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance. Evidence for this report was based on the Licensing Officer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The Licensing Officer observed in the children's washroom storage located above the toilet. At the time of the inspection the Licensing Officer observed paper towels, toilet paper and a basket of spare clothing being stored.
Corrective Action(s): There is the potential that these items could fall on an individual therefore the items will need to be stored in a manner that ensures the items remain secure. This may be achieved by installing a lip at the front of the shelf, affixing a bungee cord from one end of the shelf to the other or any other manner the Licensee may implement.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: The Licensing Officer reviewed three staff files and noted in one file the individual did not have any references.
Corrective Action(s): Ensure all staff have three references on file and the Licensee has documented that they have verified these references prior to the start of employment.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: The Licensing Officer reviewed 3 staff files and noted in 1 file there was no resume.
Corrective Action(s): Prior to the start of employment ensure staff all of the required documentation on site.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The Licensing Officer reviewed 3 staff files and noted that 2 of the files had criminal record clearance letters addressed to another agency/employer.
Corrective Action(s): The Licensee must ensure that all documentation is on file prior to the start of staff's employment. The Licensee may apply on-line with the Criminal Records Review Agency to have the results for these 2 individuals shared.

Comments

At the inspection dated, January 23, 2019 there were 15 children and 3 staff present. At this inspection the above noted violations were identified. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy was provided.

The Licensing Officer discussed with staff the facilities forms such as registration and emergency consent cards. Fraser Health licensing has sample forms available for Licensee's to use or to be used as a guide. A Licensee may develop their own forms so long as the legislative information is documented.
