Observation (CORRECTED DURING INSPECTION): 1) Hand washing sink was full of ice cream scoops and was also being used as a permanent dipper well. It was not being used for handwashing.
2) NO pump soap at hand sink, or garbage can for paper towel disposal.

Scoops moved to actual dipper well.
Pump soap and garbage can to be placed by hand sink.
