Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #GSIU-ALTUF8 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed one bottle of perscription medication in a drawer that was easily accessible by the children. This could cause a potential poisoning hazard. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection it was observed that the facility has an ememrgency response policy that refers to the use of emergency supplies. There are no emergency supplies on site apart from a first aid kit. In discussion with the Manager he says the school has access to emergency supplies but he does not have a key. We discussed the importance of having emergency supplies on site after school hours.
Corrective Action(s): Please ensure emergency supplies for the children are available witin the facility to be prepared in case of an emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection no record of fire drills or emergency drills was noted. In discussion with the Manager he stated the children do complete the drills and the emergency drills on a regular basis. Licensing discussed the importance of documenting these drills.
Corrective Action(s): Please ensure to maintain a record of monthly fire drills and yearly emergency plan drills to comply with the legislation. This is repeated contravention that was identified during the last two routine inspections

Comments

At the inspection dated Nov 27, 2018 and December 4, 2018 there were 20 children and 3 staff present and 20 children and 3 staff present. At this inspection the above noted contraventions were identified.Please send a written response to licensing by December 18, 2018 outlining how you have addressed the noted contraventions.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
