Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play area. The Licensee is using another outdoor play area and this will need to be inspected for compliance on another occasion.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licening observed that the disinfectant used for bleaching the diaper changing mat needs to be left on for 10 minutes to disinfect the surface. In addition only one bottle is used for disinfecting the diaper changing area and the tables. Licensing recommended using bleach and water for disinfecting and having two bottles present. One bottle for disinfecting the diaper changing area and one for disinfecting the tables.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:

-Chemicals were accessibile under the kitchen sink. In discussion with the Licensee she stated children do not have access to the kitchen as it is blocked off by a gate. It was noted that if the children are in the front hall or in the washroom that they may gain access to the kitchen as it is not blocked off on the other side.
Corrective Action(s): Please ensure children do not have access to any objectsor substances that are hazardous to the health and safety of the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection the hot water temperature was measured to be 54 degrees Celcius. This was corrected during the inspection.
Corrective Action(s): Please ensure the hot water is heated to no more than 49 degrees Celcius to comply with the legislation

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection the fire extinguisher did not have a tag that listed the date that the fire extinguisher was serviced. In discussion with the Licensee she stated that the fire extinguisher has been checked but the date was not recorded on the tag. The fire extinguisher was observed as being within the area of fully charged.
Corrective Action(s): Please ensure that you have an emergency plan to prepare for, mitigate and respond in an emergency.

Comments

At the inspection dated September 16, 2019 there were 2 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to licensing by September 30, 2019 that addresses the above noted contraventions. A follow up inspection will need to be completed at a later date to observe the outdoor play area. An away play space plan will need to be submitted prior to the space receiving approval.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Adding more items to the emergency evacuation kit, such as more food and diapers.
