Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): The Licensing Officer observed a storage unit located beside the fridge in the main activity area. This item is over 4' high and is not secured.
Corrective Action(s): Ensure all items over 4' high are secured to the wall to prevent it from tipping over.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The Licensing Officer observed small lockers located within the main activity area. The Licensee indicated that the staff store their personal belongings in the lockers such as purses. The items stored within the lockers is accessible to children in care.
Corrective Action(s): Ensure all staff and volunteer's personal belongings are made inaccessible to the children in care as there is the potential for children to access hazardous items such as medication, etc.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The Licensing Officer reviewed all staff files of individuals who were hired since the last routine inspection. Upon review of the documentation the Licensing Officer noted one file had a criminal record check completed by the local RCMP however this document doesn't meet the requirements outlined in the Child Care Licensing Regulation. The Licensee has a criminal record clearance letter from the Criminal Records Review Agency however the letter is addressed to a different agency.

Corrective Action(s): Ensure all documentation for staff are completed prior to the staff member providing care to children. The Licensee will apply on-line to have the results shared with them. On February 1, 2019 the Licensee had contacted the Criminal Record Review Agency and initiated the process.

Comments

At the inspection dated, January 31, 2019 there were 15 children and 3 staff present. At this inspection the above noted violations were identified and any action required by the Licensee was noted here by the Licensing Officer. The inspection was not concluded on January 31, 2019 due to time constraints. The inspection report was written up and reviewed with the Facility Manager on February 1, 2019.

As part of this routine inspection a Facility Risk Rating tool is completed and a copy is provided.

Education and recommendations:
continuous active supervision;
notification of reportable incidents;
lead in drinking water;
mandatory inspections to assess applications for temporary placements, retentions and exemptions;
promotion of active play.
