Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following outdoors in the play area:
- Several jars with lids accessible to children were on the ground and the manager stated that compost was inside the jars.
- a piece of wood was leaning against the wall located at the side of the outdoor play area, and the paint on the wood was peeling.
- A shovel was leaning against the wall which could potentially fall on children.
- Remnants of a cracked clay planter was scattered in a small area at the outdoor play area.
- An old sink with pipes attached was turned upside down at the outdoor play area.

Licensing observed the following indoors:
- A piece of metal bar was behind the fridge which was accessible to children. Attached to it is a small plastic bag, which contained bolts and screws.
Corrective Action(s): Ensure that a safe environment is provided at all times inside and outside of the facility.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following in regards to the daily attendance record:
- Some departure times were missing. This is a repeat contravention and was previously identified on inspection report #CLAN-BYZTL8 on Mar. 5, 2021.
- Children absent today were not logged on the attendance sheet. In addition, one child's time of arrival was not logged.
Corrective Action(s): Ensure that the attendance sheet record are completed daily.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: One child did not have a doctor/clinic information and phone number on file. During the inspection, the manager informed the parents to provide this information, which will be included on file once it is received.
Corrective Action(s): Ensure that the file is complete.

Comments

* Attempts were made to do a routine inspection on Mar. 01, 2024. However, there was no response at the door. The manager said today that the facility was closed that day.

At the inspection dated Mar. 05, 2024 there was 1 child present.The manager was on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility manager during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident procedures to be reported within 24 hours
- Hand drying procedures
- Continue active supervision of children indoors and outdoors
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and place the date after each documentation.
- Check the expiry date of items in the emergency supplies kit. Transporting these items were also discussed.
- Continue practicing and logging monthly fire drills and yearly emergency drills
- Screen time policy and procedures
