Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the manager's name was not displayed in a prominent place in the community care facility.
Corrective Action(s): Ensure that the name of the manager is displayed in a prominent place in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed cleaning products in the bathroom within reach of children. These cleaning products were in closed containers, and were placed on the floor beside the toilet.

This item was identified and contravened on June 17, 2021 on routine inspection report #MZIN-C43U8L.
Corrective Action(s): Ensure children do not have access to any objects or substances that may be hazardous to their health or safety. During the inspection, the licensee stated that the cleaning product items will be relocated to ensure it is not within reach of children.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection, when Licensing asked where the emergency supplies were located, the manager said that there is currently no emergency supplies in the facility.
Corrective Action(s): Ensure that emergency supplies are available for children in case of an emergency. The emergency supplies should be stored in a container in a designated place in the facility and readily available and accessible at all times.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection, it was noted that the monthly fire drills have not been recorded for the months of March, April and May 2022.

This item was identified and contravened on June 17, 2021 on routine inspection report #MZIN-C43U8L.
Corrective Action(s): Ensure that the monthly fire drill and annual emergency drill are recorded.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection, Licensing asked for the daily attendance record, and the manager said that it is no longer being tracked and recorded.
Corrective Action(s): Daily attendance of children need to be recorded, and indicate for each day whether the child is absent, or if the child is present, the time of arrival and departure.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing observed that two children did not have a photograph or digital image on file.
Corrective Action(s): Ensure that each child has a photograph or digital image on file in case of an emergency.

Comments

· Licensing went on-site (unscheduled) and attempted to complete a routine inspection on June 13, 2022. However, there was no response at the door at the time.

At the inspection dated June 27, 2022 there was 1 child and the manager was on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Document minor incidents using the incident log bound notebook, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and date after each documentation
- Continue to clean, sanitize and organize the facility including toys and equipment
- Organization of records and files to be placed in a designated location
- Process for emergency consent cards
- Remove all items with a DIN / NPN # in the first aid kit, as parent’s permission is required before using these items on children. Mild soap and water can be used to clean any minor cuts or scrapes.
- For health and safety purposes, check the outdoor play area daily before children use the space to play
