Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that one of the play pens from the Infant and toddler programs had a hole in the mesh. Licensing expressed concerns of children's fingers getting caught in the hole during nap time. Staff stated they will not use the playpen until the mesh is repaired.
Corrective Action(s): Please ensure equipment is in good repair.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 5 staff files and observed that 2 staff were missing record of one more character reference.
Corrective Action(s): Please ensure a minimum of 2 character references prior to employment.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 5 staff files and observed that record of a resume was missing for one staff.
Corrective Action(s): Please ensure a record of the person's work history prior to employment.

RECORDS AND REPORTING: 19120 - CCLR s.57(2)(f) - A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation: Licensing reviewed facility records and observed that 2 medical consent forms did not have record of a time the medication was to be administered. The information provided was, "as needed." Licensing advised that they would need to obtain information about symptoms to look for if a time is not applicable.
Corrective Action(s): Please ensure sufficient information is available to help staff determine when to administer medication.

Summary of Inspection

At this inspection the above noted contraventions were identified and Licensing provided dates for compliance. Licensing is requesting a written response by Actions required by December 20th advising on how the contraventions have been addressed.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
