Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JMIA-A97N6X have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the outdoor play area to have a number of items that potentially pose a risk to children including;
-A power washer
-Two Lawn Mowers
-Metal Ladders
-Hoses (extended on the walkway)
Licensing notes that these items are usually behind a fenced in area, however today these items have been left out due to a member of the family is in the process of cleaning up the back yard.
The licensee indicated that this morning to meet the needs of the children in care that they went for a walk and did not play in the yard.
Corrective Action(s): Please ensure that a safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing observed the first aid kit that the licensee uses on site and when she travels off site. This kit was more of an emergency kit with items such as a glow stick, emergency blankets, candles etc. There were bandages available.
Corrective Action(s): Please ensure that a complete first aid kit is readily accessible at all times.
Licensing has provided Fraser Health's list of recommended items to include in a first aid kit.
Licensing discussed that if a premade kit is purchased to be aware that there are typically items inside with a DIN # including afterbite or polysporin, these items would need to either be removed from the kit or written consent given by each family for each item prior to use.

Comments

During today’s inspection the licensee was on site with 5 children.

The following was observed and/or discussed at time of this inspection with the Licensee:
-Licensing notes that the fire extinguisher is due to be serviced on July 7, 2016
-Licensee's ECE renewal is due in August. Licensee stated she has accumulated the required 40 hours of training.
-There is one exemption in place- it expires on June 30, 2016. Licensee would like to reapply to have this extended. (Licensing provided the exemption forms)
-Licensee discussed the process for washing dishes used by children- at the end of the day all dirty dishes are taken upstairs and washed in the dishwasher
-Licensing notes evidence of programming within the facility including art on the wall and growing avocado plants on the counter
-Licensing observed the licensee to be fully involved in the children's play, getting down to their level and explaining games
-Licensing notes that the licensee has taken suggestions from licensing, by creating a filing system that appears organized and complete.
-The licensee uses "Your Checklist and "Children's Records" to support her in meeting requirements of the legislation.

Recommendations provided today include:
-Licensing observed the emergency kit, which is kept in a bin by the front door. Licensing recommends ongoing regular assessments of your kit to ensure there is adequate supplies (including food and water) for all staff and children to last up to 72 hours in the event of an emergency.

The licensee completed the two page Exemption Request Form, licensing will review the information as soon as possible and reply via email.
Please provide a written response by July 1, 2016 addressing the above cited contraventions.
This inspection was reviewed with the Licensee prior to signing.
